Judge Brian S. McCarville graduated from Cal Poly, Pomona with his bachelor’s degree in 1976. He then graduated from the University La Verne with his Juris Doctorate in 1979. He was then admitted to the California bar in November 1979.
From 1979 to 1980 he was a private practice civil Attorney in Arcadia. From 1980 to 1989 he was a Supervising Deputy District Attorney in Riverside, California. He was appointed to the Municipal Court by Governor George Dukmejian in December 1989 and appointed to the Superior Courts by Governor Pete Wilson in March of 1995.
He has been a lecturer at the California District Attorney’s Association, taught felony sentencing at the California Judicial College and was a seminar leader there as well. While on the bench he has worked in family law, direct calendar civil, long cause civil, death penalty and criminal at San Bernardino Central, Fontana and Victorville.

Presiding Justice Ramirez is a proud graduate of Loyola University School of Law, Whittier College, and East Los Angeles Junior College. His graduation from East Los Angeles Junior College is noteworthy because he graduated in three semesters while working full time during the day and attending school in the evening from 4-10 p.m. He is proud of his scholarships received from Whittier College, most notable included the Richard M. Hayden Memorial Scholarship, as well as the prestigious Presidential Richard M. Nixon Scholarship Award.
Justice Ramirez’s career in the law is long and noteworthy; however, he is most proud of the following:
Judge Harrison is a home-grown judge, having grown up in the Inland Empire. He attended Redlands schools and attended San Bernardino Valley College as well as Crafton Hills College.
From 1970 until 1975 he served in the US Army as a Warrant Officer Helicopter Pilot. During military service he attended Central Texas College and American Technological University.
He also has worked as a commercial pilot, have commercial ratings in airplanes and helicopters, he is a Certified Flight Instructor for airplanes and instruments and multi engine aircraft.
Judge Harrison became a deputy for San Bernardino County in 1976 and served ten years as a deputy and later as a sergeant. During that time, he attended Citrus Belt College of Law, which later became California Southern Law School.
Judge Harrison served as a Deputy District Attorney for San Bernardino County from 1987 until 2000 when he was elected Judge. For the past 21 plus years he has served in a variety of judicial assignments including in the criminal courts, juvenile, small claims, unlawful detainer, traffic and now since 2013 in the family law courts. He has served as supervising judge in Rancho and Fontana courthouses.
As to the important stuff, Judge Harrison is married to Diane Harrison who has recently retired from a distinguished career spanning 41 years as a prosecutor in Riverside and San Bernardino Counties. Diane and Judge Harrison are now expecting their 7th grandchild, first by daughter Desiree and Daniel Cherpin. Diane and Judge Harrison have three daughters, and one great grandchild, with another also “on the way.”
The Hon. Tara Reilly is a judge for the Superior Court of San Bernardino County in California. She was initially appointed to the Municipal Court of San Bernardino County by former Governor Pete Wilson in 1996. She was then elevated to the Superior Court upon court unification.
Judge Reilly earned a B.A. in sociology and psychology from the University of California, Los Angeles in 1979. She then pursued a career in the hospitality industry, working as the Convention Director at the Hyatt Regency Los Angeles and ultimately went into sales and marketing for the same hotel. Then, in 1986, Judge Reilly really found her niche in life when she enrolled in Pepperdine University School of Law, where she completed a J.D. in 1989 on a full academic scholarship. She was the student speaker at her graduation ceremony and has remained involved with the Law School throughout the years.
She began her legal career as an associate with Gresham, Varner, Savage, Nolan & Tilden in 1989. She practiced there for seven years before her appointment to the bench.
Her current assignment is in the Probate Division as the Supervising Judge overseeing Probate, Trust, Conservatorship and LPS cases. Throughout her career she has had the great privilege of sitting in every possible assignment on the Bench except Juvenile Delinquency.
Judge Reilly was a recipient of the Kaufman-Campbell Award from the San Bernardino County Bar Association in 2012.
Judge Reilly was born in Germany. Her family was a corporate oil family which required them to move all over the United States. It wasn’t until her senior year in high school that she landed in Southern California. Judge Reilly has never moved from the Golden State and has happily raised her two children here. She also happily shares her profession, and home, with her husband Judge David Cohn.
Judge Barry L. Plotkin is a graduate of UCLA and obtained his Juris Doctor at the U.C. Berkeley School of Law in 1967. Judge Plotkin started his career at the Los Angeles County District Attorney’s Office from 1967-1971. In 1985 he was a partner of Andrews, Youngquist & Hummel for fourteen years and a sole practitioner for four years after that. In 1989 Jude Plotkin was appointed to the San Bernardino Superior Court and was sworn in in January 1990. Judge Plotkin was assigned to the Central District from 1990-1993 and the Rancho Cucamonga District from 1993-2003. From 1991-1994 Jude Plotkin was also the Supervising Judge for the Appellate Division. He was the supervising Judge of the Civil Division in Rancho Cucamonga from 2006-2010. Judge Plotkin retired in December of 2010. Presently, he is in the Assigned Judges Program which is a program for retired Judges who still want to work in the courts that have a shortage of Judges or other special needs. Judge Plotkin’s favorite past time is hiking.
